Abstract

Purpose

The purpose of this study is to explore the use of shared services by end-users and why this may conflict with the use as intended by the shared service center (SSC) management.

Methodology/approach

By applying structuration theory, this empirical study draws on qualitative data obtained from semi-structured interviews with managers and end-users of an SSC. This SSC is part of a Dutch subsidiary of a multinational corporation that produces professional electronics for the defense and security market.

Findings

We find two main types of shared services usage by end-users which were not intended by the SSC management: avoidance and window-dressing. These forms of unintended usage were the result of contradictions in social structures related to the centralization and decentralization models as appropriated by end-users and management.

Implications

Our findings show that the benefits of shared services depends on how well contradictions in managers’ and end-users’ interpretive schemes, resources, and norms associated with centralization and decentralization models are resolved.

Originality/value

A popular argument in existing studies is that the benefit of shared services follows from the design of the SSC’s organizational structure. These studies overlook the fact that shared services are not always used as their designers intended and, therefore, that success depends on how the SSC’s organizational structure is appropriated by end-users. As such, the originality of this study is our focus on the way shared services are used by their end-users in order to explain why SSCs succeed or fail in reaping their promised benefits.

Abstract

Purpose

Fiscal sustainability is high on the global political agenda. Yet, implementing the needed performance‐orientation throughout public‐sector organizations remains problematic. Such implementation seems to run counter to deep‐seated social structures. In this paper the aim is to shed light via key change agents' views on these social structures at the management level during the implementation of a performance‐based budgeting scheme.

Design/methodology/approach

The authors analyzed documentary data and conducted in‐depth, semi‐structured interviews with key change agents operative within central government ministries in The Netherlands. The data were analyzed using a structurational approach to identify the enablers and barriers to performance‐based budgeting implementation.

Findings

In total, 29 social enablers and barriers to performance‐based budgeting implementation were derived. These were categorized into: Context, Autonomy, Traditional beliefs, Influence on results, and Top management support. Based on these categories five propositions were developed on how social structures enable and constrain performance‐based budgeting implementation among public managers.

Research limitations/implications

The study was executed in one country in a specific period in time. Although the problems with performance‐based budgeting exist over the globe, research is needed to study whether similar social structures enable and impede implementation.

Social implications

Policy makers and change agents aiming to improve fiscal sustainability by budgeting reform need to consider the found social structures. Where possible they could strengthen enablers and design specific comprehensive measures to tackle the barriers identified.

Originality/value

This paper provides insight and develops knowledge on the social structures that enable and constrain performance‐based budgeting, which in turn improves fiscal sustainability.

Abstract

An emerging stream of research has identified critical events as spikes in societal interest that increase public attention to firm behavior and can function as exogenous triggers for change. With respect to misconduct, firms vary considerably in how they respond to critical events, and for a visible change in their undesirable behavior to transpire, there needs to be ongoing accumulation of work by social-control agents. While social-control agents are often boundedly rational in their decision-making, most studies have overlooked the ability of critical events to restrict or redirect collective attention among such agents. Drawing on the case of a regulatory agency’s enforcement actions against violations of anti-money laundering regulations by three European banks, we investigate the influence of critical events on social-control agents’ enforcement behavior. This study achieves two goals: first, we identify three types of fieldwide critical events that influence social-control agents’ behavior, and second, we demonstrate that these events may shape the regulatory environment in which firms operate, thus allowing for different organizational responses to enforcement actions. Our findings contribute to the literature on critical events and organizational misconduct.

Purpose

This paper aims to provide an introduction to the special issue on the theme of sustainability and the need for change.

Design/methodology/approach

The paper gives an overview of sustainability and its managerial and policy dilemmas for organizations. It also outlines the topics covered in the papers in the special issue.

Findings

The question that the papers seek to answer is: how can organisations deal with the sustainability challenge? The papers cover the key sustainability dilemmas: how to balance short term priorities with long term vision, organisational change with stability, strategic goals with day to day implementation, domestic with international responsibilities; how to manage the corporate brand, image and reputation; how to influence policies nationally and internationally, and foster relations, all in the realm of effecting the change in attitude and behaviour that sustainability demands.

Originality/value

The paper introduces an eclectic collection of papers that are intended to inform, challenge and stimulate continuing debate.

Abstract

Purpose

The purpose of this paper is to provide an update of the Special Issue's field of research, give the structure of the Special Issue and introduce the papers in the collection, including management issues.

Design/methodology/approach

A review of the Call for Papers and further research and a presentation of papers in the Special Issue paying attention to original contribution, research and management recommendations.

Findings

This Special Issue is making a solid contribution to the field in not only addressing ageing and the ageing generation, but focusing strongly on the way both the ageing generation and other generations such as Gen Y and Gen X affect organisational dynamics, structure and career management.

Originality/value

Original research brought together in a multi-faceted way outlining the challenges as well as management agendas for the organisation.

Abstract

In an ongoing process of globalization and technology improvements and due to an increase in worldwide actors in the economic sector, commercial diplomacy is an important tool for countries to support their business community during the internationalization process and afterwards. Nevertheless, commercial diplomacy literature is still in its infancy. Therefore, this chapter reviews existing research on the topic and develops a framework, which integrates the topics examined so far and provides the reader with a more complete picture of the topic at hand.

By means of a literature review, this chapter shows that the body of literature involving research of both disciplines, International Relations and International Management, is still rather limited. As a consequence, we determine a future research agenda and call for more empirical studies, especially in the field of (political) economy.
